Abstract
During the last decades, there has been a general awareness among policy makers at the national and the international level that technological capacities will be of increasing importance for the future of economic performance. As a consequence, information technology and computer science have been the focus of technology policy since the end of the seventies and many programs were launched to support research in computer science and information technology and to support the diffusion of the results in society.
